About Us

Harris County Emergency Services District 19 (HCESD 19) is a local government entity dedicated to ensuring residents within the District have access to reliable fire protection and emergency medical services.

The District does not operate fire trucks or respond to emergencies directly. Instead, HCESD 19 funds, plans, and oversees emergency services by contracting with qualified fire and emergency service providers. Through responsible financial management and strategic oversight, the District helps ensure emergency responders have the resources they need to serve the community effectively.

Services

HCESD 19’s operational activities and governance typically include:

Strategic Planning

• Establish/employ contracts with fire/EMS providers (e.g., Sheldon Community Fire & Rescue, Eastex Fire Department).
• Define performance standards and response expectations in service contracts.

Taxation and Revenue

• Levy a property tax (and optionally sales tax if authorized) within the district to fund services, equipment, facilities, and administration.
• Oversee budgeting and financial planning to ensure stable funding of emergency services.

Governance & Administration

• Governed by a Board of Commissioners (typically five members), elected or appointed under Texas law.
• Commissioners manage policy, district financials, service contracts, equipment purchases, and annual reporting.

Procurement & Asset Management

• Acquire emergency vehicles, fire/EMS equipment, radios, and facilities as needed.
• Maintain records, insurance, and capital planning for long-term service delivery.

Reporting and Accountability

• File annual financial and operational reports with Harris County and state authorities as required.
• Maintain transparency on tax rates, budgets, and service performance to residents.

HCESD 19 contracts with Eastex Fire Department and Sheldon Community Fire and Rescue for service in the district.

Bridging gaps where municipal fire department coverage is unavailable.
